  2. theorist. Originally a radical, he became a
  3. critic of socialism and Marxism, and in his
  4. last years supported Hitler and Mussolini. In
  5. Political Parties 1911 he propounded the Iron
  6. Law of Oligarchy, arguing that in any
  7. organization or society, even a democracy,
  8. there is a tendency towards rule by the few
  9. in the interests of the few, and that
  10. ideologies such as socialism and communism
  11. were merely propaganda to control the masses.
  12. He believed that the rise of totalitarian
  13. governments - both fascist and communist - in
  14. the 1930s confirmed his analysis and proved
  15. that the masses were incapable of asserting
  16. their own interests.
